DEFINITION:
The Insurance Program Specialist provides support for the Washington State Department of Health HIV Insurance Benefits Management Program administered by Lifelong AIDS Alliance, known as the Evergreen Health Insurance Program (EHIP). The Insurance Program Specialist is responsible for administrative and accounting tasks that help keep people living with HIV/AIDS insured and supports the work of the Insurance Advocates. The Insurance Program Specialist reports to the Insurance Program Director. This is a full-time, non-exempt, union, regular position.
CORE RESPONSIBILITIES:
1. Create new and returning client files in both paper and electronic format, in a timely and accurate fashion.
2. Process incoming insurance bills for clients, including the quarterly WSHIP billings. Investigate client accounts and set up adjustment payments or rate changes as needed.
3. Process incoming departmental mail. This includes forwarding client mail with database entry, investigating returned mail, and handling any incoming checks.
4. Conduct enrollment verifications with insurance companies.
5. Process client discontinues in a timely and accurate fashion.
6. Take and distribute minutes for weekly departmental meetings.
7. Communicate with insurance companies, case managers, clients, and community partners as needed to perform duties of the position. Provide good customer service with outside entities and advocate for clients.
8. Be cross-trained on the duties of the Insurance Program Coordinator and cover those duties when that person is not in the office.
9. Conduct database projects as assigned.
10. Advocate for clients and assist in investigating client and case manager issues when requested.
11. Supervise volunteers.
12. Generate status reports as requested by clients, insurance companies, case managers, Finance Officer, Insurance Program Manager and Director.
13. Perform all assigned duties of position.

9. Maintain confidentiality of financial, donor and client records.
QUALIFICATIONS:
• Bachelor’s Degree or equivalent experience
• Three or more years of relevant experience.
• Knowledge of basic accounting principles
• Demonstrated ability to supervise, train and coordinate volunteers.
• Able to organize, prioritize multiple projects and meet deadlines in a time-sensitive environment.
• Detail oriented with a high level of accuracy
• Experience with project planning, implementation and evaluation.
• Possess an understanding of professional boundaries.
• Demonstrated skills and strong working knowledge of Microsoft Office suite of applications, including Excel, Access and Word.
• Experience working with Solomon or similar accounting software
• Ability to communicate clearly and professionally in both verbal and written form.
• Professional phone skills
• Comfort with public speaking and public outreach
• Proven ability to work independently and in a collaborative team environment.
• Experience with group facilitation, conflict resolution and a working knowledge of organizational development issues.
• Ability to respond quickly to change.
